CGR’s attorneys in the Environmental Law Division have developed reputations as leading state and international experts in environmental law, specializing in the areas of water law, environmental law, environmentally sensitive ecosystems, land use, coastal management, groundwater protection, wetlands protection, maintenance of freshwater flows to estuaries, protection of endangered species and regulation of pesticide uses.
The Social Policy Division’s research and public policy work began with a report commissioned by the Florida Bar, “The Legal Needs of the Poor and Under-represented Citizens of Florida: An Overview.” Since that time, the wide-ranging expertise of social policy staff has expanded to include poverty, health policy, family policy, aging policy, juvenile justice, gender and race bias, and education reform.
Democracy and Governance
CGR’s Democracy and Governance Division includes courses, research, and projects on topics that include democracy and constitutional law, rule of law, comparative law, and governmental structures and processes within Florida, the United States, and throughout the world. Projects in the Division have included the Florida Constitution Revision Commission, the Haiti Conflict Resolution Program, Local Government in Poland Program, and the Center for American Law Studies, a joint program with Warsaw University in Poland.
Privacy has become a central issue in the US today. The issues range from conflicts about data breaches to major corporations to controversy about government surveillance and results of the Edward Snowden disclosures. CGR students and faculty have done research on privacy issues for over a decade that have resulted in academic papers, book chapters and full length books. In addition, CGR Director Jon Mills teaches a Privacy seminar. Students who worked in this area have become engaged in media issues and other privacy-related work upon graduation. As the issues of data security and privacy become more crucial, we expect more of our students to enter entering this expanding area of public policy and private practice.
Law & Policy in the Americas Program
The Law & Policy in the Americas Program is sponsored by the University of Florida’s Center for Governmental Responsibility at the Levin College of Law, the Center for International Economic & Business Studies, the Center for Latin American Studies and the International Center. The Program coordinates the activities of these centers as they relate to law, policy and relations in the Americas. The Program is dedicated to using the University of Florida’s legal expertise to foster the rule of law in the Americas and to strengthening the university’s ties with the region.
The International Trade Law Program is led by long-time federal trade negotiator and chief counsel Stephen J. Powell. It was formed in January 2000 as part of CGR. The program pursues its goal by sponsoring seminars for business executives and their attorneys, developing academic courses on international trade topics, conducting research on trade issues important to Florida businesses, and providing technical assistance to developing countries to implement their World Trade Organization obligations. The University of Florida Conservation Clinic is an initiative of the Environmental and Land Use Law Program and it housed at CGR. The clinic offers both law and graduate students the opportunity to work on cutting edge environmental and land use law and policy issues.
The Conservation Clinic provides upper level environmental law students and graduate students in conservation related fields with exposure to environmental and land use professional practice, applied research and public policy analysis under the supervision of the instructor/clinic director. Students from the College of Law and relevant departments within the graduate school work in teams to provide quality professional services to clients in the governmental, non-governmental and the private sector to advance local, state, national and international conservation objectives.
