<p>The Center for the Study of Race and Race Relations’ 10th annual Spring Lecture &amp; Panel Discussions, “At Close Range: The Curious Case of Trayvon Martin,” will feature New York Times visual op-ed columnist Charles Blow.</p>
<p>Participants include UF faculty and graduate students from history, journalism, African-American studies, sociology, anthropology, law, education, political science, English, philosophy and health services research. Panelists will discuss a range of topics including racial bias and media perspectives and will recommend policy changes.</p>
<p>Blow joined The New York Times in 1994 as a graphics editor and quickly became the paper’s graphics director, a position he held for nine years. Blow went on to become the paper’s design director for news before leaving in 2006 to become the art director of National Geographic Magazine.</p>
<p>Blow often appears on CNN’s Piers Morgan Tonight, Starting Point and AC360. He has also appeared on MSNBC’s Morning Joe, the Last Word with Lawrence O’Donnell and Hardball with Chris Matthews, Headline News’ The Joy Behar show, Fox News’ Fox and Friends, the BBC and Al Jazeera, as well as numerous radio programs.</p>

<p>This panel will discuss techniques for controlling discovery costs while simultaneously guarding against inadvertent disclosure; explore the preparation and use of review risk-expense matrixes; offer a review tool show and tell; and cover form-of-production issues.</p>

<p><strong>Ralph Artigliere</strong> retired as a Circuit Judge from Florida’s Tenth Judicial Circuit in Bartow to teach and write.  Artigliere graduated from the United States Military Academy in 1969 and the University of Florida Law School in 1977 (J.D., with high honors). Before his appointment to the bench in 2001, Artigliere was a 24-year trial lawyer handling primarily professional negligence, medical malpractice, and product liability cases.  As a Circuit Judge, Artigliere served in the felony, family, probate, and civil trial divisions and was Administrative Judge of his Circuit’s civil and family divisions.  Artigliere teaches in the Florida Judicial College, the Florida College of Advanced Judicial Studies, the Florida Circuit Judge’s Conference, The Florida Bar Advanced Trial Advocacy Course, the 2013 Sedona Conference® Cooperation Training Program, and various other continuing legal and judicial education programs nationally.  Artigliere served on the Civil Procedure Rules Sub-Committee that drafted and presented the electronic discovery amendments that were adopted by the Florida Supreme Court in 2012. As a lawyer, Artigliere was AV® rated and a Florida Bar Board Certified Civil Trial Lawyer.  He is a Fellow of the American College of Trial Lawyers.  Artigliere was the recipient of the 2007 Anstead Award for Florida Board Certified Lawyer of the Year, 2006 Hoeveler Award for Professionalism as a Judge from the Florida Supreme Court Committee on Professionalism, 2005 Professionalism Award for the Tenth Judicial Circuit, and the 2011 Excellence in Writing Award from The Florida Bar Journal &#038; News Editorial Board. Artigliere is a co-author of “Writing Jury Instructions in Florida” which is an Appendix in the officially published Florida Supreme Court Standard Jury Instructions, both Civil and Criminal. He is co-author with William Hamilton of the LexisNexis book entitled <strong>Florida e-Discovery and Evidence</strong>.</p>

<p>Julie currently manages the Litigation Technology Department at Vorys, Sater, Seymour and Pease LLP. The department provides consultation, support, training, processing and production of e-discovery. She was awarded the 2011 Litigation and Practice Support Champion award by the International Legal Technology Association (ILTA).  She serves on the ILTA Litigation and Practice Support Steering Committee, is the ILTA Litigation and Practice Support City Representative in Columbus, Ohio and is a working group member of the Sedona Conference.  Julie also serves on the EDRM Advisory Committee and is a participant on the Metrics project. Julie has written articles on Vendor Selection and Production of Electronic Discovery. She also drafted the EDRM Production Standards in 2010. Julie is CEDS certified and is certified in all Summation applications, Sanction, Doculex, LAW 5.0, ITIL and Lean Six Sigma. She has a paralegal degree and over 20 years of experience working in law firms and a Fortune 500 litigation department. </p>
<p>Vorys:  Vorys was established in 1909 and has grown to be one of the largest Ohio-based law firms with nearly 375 attorneys in six offices in Columbus, Cincinnati, Cleveland and Akron, Ohio; Washington, D.C.; and Houston, Texas. <p>Judge Jones was appointed a United States Magistrate Judge for the Northern District of Florida on September 10, 2010, after having served as a United States Magistrate Judge in the Middle District of Florida for ten years. Judge Jones received his B.A. in 1975 from Boston University, his J.D. in 1981 from the University of Miami School of Law and his LL.M degree in International Law from New York University School of Law in 1983, graduating with highest honors.</p>
<p>Following graduation from New York University Judge Jones practiced commercial litigation in Florida for eighteen years, first as an associate and then as a partner at a large multi service firm in Miami, Florida, and after that, for approximately ten years as a name partner in a small commercial litigation firm in Miami.</p>
<p>Prior to his appointment as a United States Magistrate Judge, Judge Jones litigated a variety of complex commercial cases for banks, financial institutions and multi-national corporations in both state and federal courts throughout Florida as well as in other states. Notable among these cases was the representation of a client before the United States Supreme Court and the representation of a Miami based publicly traded company in an antitrust case in which a $100 million verdict was obtained, which was, at that time, the largest antitrust verdict in the history of the Southern District of Florida.</p>
<p>Since his appointment to the bench in 2000, Judge Jones has served on more than 15 court committees in the Middle and Northern Districts of Florida and was the first magistrate judge to be appointed to the Financial Disclosure Committee of the Judicial Conference of the United States, where Judge Jones served with distinction for six years.</p>

<p>Browning Marean is a senior counsel in DLA Piper&#8217;s San Diego office. He is a member of the Litigation group and is co-chair of the Electronic Discovery Readiness and Response Group. Mr. Marean  concentrates his practice in the areas of electronic discovery, professional responsibility and knowledge management. He is admitted to practice in California and Texas. Mr. Marean joined DLA Piper (then Gray Cary Ames &#038; Frye) in 1969. He  is an emeritus member of the California State Bar Law Practice Management Committee and the San Diego County Bar Association&#8217;s Legal Ethics committee. He has also served on the ABA Tech Show Planning Board.<br />
Mr. Marean is an internationally known teacher and frequent lecturer on various topics including electronic discovery, international discovery, records retention, knowledge management and computer technology. He is co-author of the 2012-2013 edition of Electronic Discovery and Records Management Guide, Rules, Checklists and Forms, published by Thomson West, and Conducting Discovery in an Electronic World: Electronic Data and Discovery, published by California CEB’s Civil Discovery Practice. <p>Tom O’Connor, a nationally known consultant, speaker and writer in the area of computerized litigation support systems, is a New England native who graduated from The Johns Hopkins University in 1972 with a BA in Political Science. After attending law school for one year at The University of Notre Dame, Tom returned to Baltimore and undertook a career as a paralegal specializing in complex litigation.<br />
Sometime over the past 20 years, Tom found time to return to law school at night and earn a J.D. Most recently he has been active in electronic discovery efforts, assisting firms and corporate counsel in matters of retention policies, litigation holds and document exchange protocols.<br />
Tom is a frequent lecturer on the subject of legal technology and is also a prolific writer, with numerous articles in legal publications and several books, most recently “Ediscovery for Small Cases” from the ABA.<br />
He and his best friend Gayle, along with their son Seamus, the philosopher king of Western Washington University, hope someday to have their own float in a Mardi Gras parade down the Mississippi down in New Orleans, where Tom now resides.

<p>Mr. Quartararo began his 20-year legal career as a litigation paralegal and case manager at large New York law firms, including Skadden Arps Slate Meagher &#038; Flom.  He managed large-scale class action and securities litigations, international litigation and complex technology related projects involving computer forensics and all aspects of electronic discovery and trial presentation.  In 2008, he joined Stroock &#038; Stroock &#038; Lavan LLP as a manager of litigation support, providing litigation technology support across multiple practice areas.  Now the firm-wide Director of Litigation Support, Mr. Quartararo currently leads a staff of 10 project managers and technical analysts who provide consulting, litigation support, technology and training services to 350 attorneys and paralegals in New York, Miami and Los Angeles.  At Stroock, he integrated project management principles into electronic discovery projects, and he is one of the principal authors of the Firm’s best practices on electronic discovery.  He regularly consults with attorneys and Fortune 500 clients on all aspects of electronic discovery.</p>
<p>Mike has a Bachelor of Science degree from the State University of New York and completed one year of law school at the University of London.  He is a member of the Project Management Institute, a certified Project Management Professional, and a Certified E-Discovery Specialist.  He is an adjunct professor and E-Discovery Advisory Board Member at Bryan University in Tempe, Arizona, and an active member of the International Legal Technology Association. <p>John Tredennick is the founder and CEO of Catalyst Repository Systems, which provides secure, web-based software to help corporations and their counsel manage electronic discovery and work together on complex legal and regulatory matters. Founded in 2000, the company has grown to over 150 people located in major cities across the U.S. and Asia. Prior to founding Catalyst, John was a nationally known trial lawyer and partner with Holland and Hart. He was an early pioneer in legal technology and was editor-in-chief of the multi-author, two-book series, Winning With Computers: Trial Practice in the Twenty-First Century (ABA Press 1990, 1991). Both were ABA best sellers focusing on using computers in litigation technology. At the same time, he wrote, How to Prepare for Take and Use a Deposition at Trial (James Publishing 1990), which he and his co-author continued to supplement for several years. He also wrote, Lawyer&#8217;s Guide to Spreadsheets (Glasser Publishing 2000), and, Lawyer&#8217;s Guide to Microsoft Excel 2007 (ABA Press 2009).</p>
<p>John is the former chair of the ABA&#8217;s Law Practice Management Section. For many years, he was editor-in-chief of the ABA&#8217;s Law Practice Management magazine, a monthly publication focusing on legal technology and law office management. More recently, he founded and edited Law Practice Today, a monthly ABA webzine that focuses on legal technology and management. The UF/UCR Joint Program in Environmental Law has benefited from the participation of Jamaican attorneys and law students for a number of years. In the 2004 Program Akilah Anderson, an attorney with the Jamaica Environmental Trust, and Jennifer Hatfield, a University of Florida law student, teamed up to develop a citizen’s guide to environmental law in Jamaica. The guide was developed to explain in simple English the rights and remedies that Jamicans have to enforce environmental law in the country. The manual will be published the Jamaica Environmental Trust and distributed to community groups throughout the island nation.</p>

<p>The stereotypical environmental protection conflict pits a corporate industry’s bottom line against a local community’s desire for unspoiled natural resources. In the protected Caño Negro wetland of northern Costa Rica the conflict is between two local communities’ desires to protect their way of life. The Maleku community of Guatuso, Costa Rica have not had access to these wetlands to practice their cultural activities for twenty years – ever since the wetland was listed under the Ramsar Convention.</p>
<p>The Maleku recently asked the Costa Rica Ministry of Environment and Energy (MINAE ) to advise them on the rights they have to restart their cultural practice of hunting freshwater turtles. The local mestizo community of Caño Negro vehemently opposes the renewal of the Maleku cultural practice because the residents rely on the protection of the wetlands for tourism, as well as a for-profit turtle hatchery for the pet trade. This conflict represents one community fighting to maintain protection for financial resources against another’s desire to access these natural resources for cultural enrichment.</p>
<p>Continuing work begun in Caño Negro in 2003, A team of three law students in the UF/UCR Joint Program in Environmental Law &amp; Consultorio Juridico Ambiental (Raquel Salazar and Maria Fernanda Esquival from the University of Costa Rica) and and Ian Boisvert from Lewis &amp; Clark law school in Portland Oregon) investigated and analyzed national and international documents and treaties applicable to the Caño Negro situation.</p>
<p>The Costa Rican Constitution establishes that any international treaty or document signed and ratified by the government as legally binding on the government and its ministries, and superior to nationally created laws. Because of this legal hierarchy the Maleku have a strong argument that MINAE should provide limited access to continue their traditional practices in the wetlands. The continuation of their activities should follow notions of sustainability, and the Maleku should become active partners in management of the wetlands.</p>
<p>We believe, at the very least, the Maleku will be incorporated into the management structure. Nevertheless, the process of investigating Maleku members, residents of Caño Negro and the MINAE rangers made the project worthwhile. To get out of the stilted air of a law classroom and into the realm where the work matters because it has a direct impact on people made the project worthwhile. We were not asked to protect the bottom line of Caño Negro nor to find a way to provide unfettered access for the Maleku, but to objectively analyze the situation. Hopefully the three stakeholders will come together to use our analysis and recommendations to create a fair and balanced resolution.</p>

<p>Luis Ramos, UF PhD, and Ilan Salzberg, U. Denver Law, present their project results in a practice session at UCR law school prior to a formal presentation at the Tropical Science Center, in San Jose, Costa Rica</p>
<p>The Mesoamerican Biological Corridor represents an ambitious effort to maintain, restore and preserve a continuous intercontinental habitat connection between North and South America. The project is administered by the Central American Commission on Environment and Development and funded by a variety of sources including the Global Environmental Facility (GEF) pursuant to the Biodiversity Convention. Participating nations, including Costa Rica, are pursuing national corridor implementation plans. Working with the Tropical Science Center in San Jose, Costa Rica, a team from the Clinic set out to investigate the extent to which transnational corridor policies are being carried out locally in a region known as the San Juan La Selva Corridor. The project team included UF PhD student Luis Ramos, Costa Rica environmental law master&#8217;s candidate Viviana Gutiérrez, Peruvian attorney and E-LAW fellow, Alberto Barandiarán, and University of Denver law student Ilan Salzberg. The team concluded that local implementation of regional corridor policy remains weak and is not adequately integrated into regional and local planning through the planning law framework of &#8220;ordenamiento territorial.&#8221; Their final report, including conclusions and recommendations can be found below.</p>
