Scenic Conservation
In the Fall of 2000 the Clinic initiated an effort to declare a portion of US 441 and it's associated loop and spur roads in Southern Alachua County as the "Old Florida Heritage Highway" scenic highway system under Florida law. The Clinic assisted with the formation of a citizen support organization known as the Scenic 441 Corridor Advocacy Group and facilitated initial meetings of interested persons and property owners. An interdisciplinary Clinic team of students from law, landscape architecture and urban and regional planning prepared the eligibility application to the Florida Department of Transportation, including an analysis of land use and zoning within the Corridor. FDOT declared the scenic highway system eligible and the Clinic continued to assist with the preparation of the Corridor Management Plan and Action Plan during the designation phase of the process, including review of legal protection techniques. In May of 2001 FDOT formally established the "Old Florida Heritage Highway." The eligibility documentation, corrridor management plan and action plan are provided below.
