City of Gainesville Wetland Regulatory Negotiation
In the Spring of 2002 Clinic students Lisa Feuerstein and Andrea Rosewicz worked with the City of Gainesville through its Ad Hoc Committee on Wetlands and Creeks to revise the conservation element to the City's comprehensive plan and to design and draft a local wetland protection ordinance. This three month regulatory negotiation represented an effort to protect community wetlands in the difficult legal and political context of state statutory preemptions and multistakeholder dialog. The resulting ordinance and comprehensive plan language represents a community based wetland protection and mitigation regulatory program and calls for proactive basin planning to comprehensively address the City's wetlands and creeks.
