This issue is dedicated to Bill F. Chamberlin, Ph.D. (pictured left), who retires this year from 20 years of service as advisor to the University of Florida Journal of Law & Public Policy, and contains an appreciate reflection of Chamberlin’s substantial contribution to the Journal. Erwin Chemerinsky, esteemed legal scholar, author, attorney, and dean of the new University of California Irvine School of Law, wrote the forward for this issue, which contains several articles discussing constitutional law concerns. The University of Florida Journal of Law & Public Policy is a student-run organization with the primary purpose of publishing scholarly articles on contemporary domestic legal and social issues facing public policy decisionmakers. Members include law students and graduate students attending the University of Florida. Members are responsible for article selection, researching, editing, and preparing each volume for publication. The journal currently publishes three times per year. The 2008 subscription rate is $40 domestic and $45 international.
