::Case Study - Office of the State Court Administrator Florida Supreme Court

The State of Florida Office of the State Court Administrator and the Florida Supreme Court retained the services of the Legal Technology Institute to assess the Year 2000 readiness of the State of Florida State Trial Courts. There are 67 County Courts and 20 Circuit Courts in Florida.

The Legal Technology Institute prepared a Four Phase Strategic Approach:

  • Phase 1 - Education & Awareness: LTI prepared a "Y2K Resource Handbook for State Trial Courts" to provide the individual courts with educational information and resources to assess their Y2K readiness. LTI also published a "Y2K Initiative for State Trial Courts Newsletter", to help Trial Courts keep abreast of Y2K developments.
  • Phase 2 - Inventory & Assessment: LTI prepared two extensive survey questionnaires - one for Court Case Management Systems and Hardware and one for Court Desktop Systems and Hardware. The surveys were distributed to all County and Circuit Courts with detailed instructions. LTI collected all questionnaires and entered the data into a custom designed database for evaluation and analysis. A comprehensive written report was prepared and presented to the State of Florida Court Technology Commission, Florida Supreme Court, and the Office of the State Court Administrator.
  • Phase 3 - Planning & Testing: LTI developed a comprehensive Internet Web site for Trial Courts to assist their testing and compliance. The Web site includes the Y2K Trial Court Handbook, Y2K Trial Court Questionnaires, and hyperlinks to common Court Computer System Hardware and Software.
  • Phase 4 - Compliance & Follow-Through: LTI prepared additional information and checklists for Trial Courts to determine their compliance and provided sample letters to send to manufacturers and developers for their Y2K Compliance Statements.
